The directive, which took effect on Monday, May 5, 2025, is part of a wider 120-Day Social Contract initiative rolled out by the administration to restore fiscal discipline and ethical leadership across all levels of government.

As part of this Code of Conduct, government officials—including ministers, CEOs, and heads of institutions—are now expressly barred from using budgetary allocations or internally generated funds for the purchase of hampers or any form of gift items.

“The Code forbids the use of government funds—including internally generated funds—for hampers or gift items, except for modest staff gifts recognizing excellence or retirement,” President Mahama stated.

The only exception allowed under the new rules is the provision of modest tokens to commend staff for outstanding performance or to honor retirement.

Speaking during the official launch of the policy, the President stressed that this is not just another ceremonial document but a serious framework designed to guide the ethical behavior of public servants.

“This document is not ceremonial; it is a living and enforceable framework that will be strictly implemented,” he asserted.


“We are drawing a clear line against the misuse of public resources for unnecessary expenditures,”he added.

The policy also cracks down on gift acceptance, making it clear that no government official should accept any form of gift or favor, especially from individuals or entities doing business with the state.

This move is one of several being taken by the administration in its early days to send a strong signal about its commitment to transparent and accountable governance.

To underscore his personal commitment, President Mahama revealed that he has handed over two vehicles gifted to him, transferring them to the state’s vehicle pool.

The President has pledged to lead by example and urged all public officials to align with this renewed focus on ethical governance.
