Former Deputy Executive Director of the National Service Authority, Gifty Oware Mensah, has arrived in Ghana amid an ongoing investigation into the National Service Secretariat (NSS) ghost names scandal.

 

She touched down at Kotoka International Airport (KIA) in Accra earlier today, ahead of her scheduled appearance before the National Investigation Bureau (NIB) for questioning.

Her arrival follows President John Dramani Mahama’s directive that all suspects who fled the country be declared wanted, with their assets frozen until investigations into the fraudulent payroll scheme at the NSS are completed.

During his State of the Nation Address on February 27, 2025, President Mahama reaffirmed his government’s commitment to holding those responsible accountable.

“Suspects of the NSS scandal who have left the country will be declared wanted, and their assets frozen till investigations are completed,” he stated.

Investigations into the scandal began after a government audit uncovered 81,885 suspected ghost names on the NSS payroll. A headcount revealed that the actual number of service personnel was 98,145, far lower than the 180,030 names submitted for allowance payments in 2024. This led to an estimated financial loss of millions of cedis.

Authorities have already arrested key figures linked to the scheme, including Yaw Danso, an NSS accountant, and Kwaku Ohene Gyan, the former Deputy Director of Operations at NSS.

With Gifty Oware Mensah back in Ghana, all eyes are now on the NIB as they continue their investigations into the high-profile fraud case.
